About Us

The City of Orlando created Transportation Planning in 1988 to manage growth pressures on the transportation system and its funding.  Today, the Transportation Planning Division’s work focuses on four key areas; transportation capital planning and finance, systems and long range planning, transit, bike and pedestrian planning, and development review.  Transportation Planning handles these activities and represents the City on transportation policy and direction affecting the City of Orlando.

Mission Statement

Our Mission is to promote sustainable growth and the livability of Orlando by developing transportation systems integrated with land use patterns that offer residents and visitors travel choices and convenient access to goods, services, information, jobs, schools, recreation and civic involvement.

Objectives

Transportation Planning is responsible for all professional activities necessary for the planning and coordination of improvements to the City’s major road network, public transportation, airports, bicycle and pedestrian facilities.
The Division supports the City’s Growth Management Plan by ensuring that new developments and/or redevelopments are consistent with transportation goals, objectives and policies.
Transportation Planning maintains and updates computer models consistent with the Florida Standard Urban Transportation Modeling Structure (FSUTMS). FSUTMS is a travel-forecasting model that allows us to simulate future traffic and transit conditions. The model is an essential tool for all transportation planning analyses, concurrency management, trip allocation, and other transportation related issues.
Transportation Planning developed a Trip Allocation Program to implement state concurrency requirements for road performance. Information regarding the Trip Allocation Program can be found in Chapter 59 of the City Code
