MAYOR BUDDY DYER APPOINTS DEPUTY CHIEF
FINANCIAL OFFICER
Orlando, FL (July 21, 2006) —Today, Mayor
Buddy Dyer announced the appointment of Ray Elwell to the position of Deputy
Chief Financial Officer. In his new role, Ray will assist the Chief Financial
Officer, Rebecca Sutton, in the management of the four divisions of the Finance
Department: Accounting, Treasury, Budget and Research, and Capital Investment.
“I am confident that Ray’s financial management expertise and leadership will
continue to guide the City in providing quality services to our residents, as we
maintain our fiscal responsibility,” said Mayor Buddy Dyer.
Ray brings extensive experience to this position, previously serving as the
Budget Division Manager and Acting Controller for the City of Orlando since
September 2004.
Prior to joining the City of Orlando, Ray gained more than 17 years of valuable
administrative and financial management experience serving as Assistant Budget
Officer and Assistant Financial Officer for Anne Arundel County, Maryland. He
holds a Bachelor’s Degree in Accounting from Loyola College in Maryland, a
Master’s Degree in Public Administration (Budget and Fiscal Administration
concentration) from the University of Baltimore, and is currently pursuing a
Ph.D. degree in Public Affairs at the University of Central Florida. Ray is
certified as a C.P.A. in both Maryland and Florida.
The City of Orlando will continue the search to fill the positions of
Controller, Division Manager for Budget, and the Division Manager for Capital
Investment.
