MAYOR BUDDY DYER APPOINTS CHIEF FINANCIAL OFFICER

Mayor Taps the State’s Second-Ranking Financial Official to Join Administration

November 4, 2005 (Orlando, FL) – Today, Mayor Buddy Dyer announced the appointment of Rebecca Sutton as Chief Financial Officer (CFO) for the City of Orlando.

Rebecca Sutton, the State’s second-ranking financial official, will join Mayor Dyer’s administration to direct the activities of the Finance department, coordinating functions of Accounting and Treasury for the City.

“We are fortunate to attract a superb candidate like Rebecca to our City government, and are proud to have her join the administration as we strive to achieve the vision we’ve outlined for the citizens of Orlando,” said Mayor Dyer.

She has served as the Deputy Chief Financial Officer reporting to the State of Florida Chief Financial Officer Tom Gallagher for the past three years with more than 300 staff members and a budget of more than $60 million. There, she directed the Florida Statewide accounting and auditing operation and the Florida Treasury operation, which included banking cash management, revenue receipt confirmation and collateral management.

“Her extensive financial management background and vast knowledge of the public sector make Rebecca a great asset and highly-qualified to administer and oversee the City’s finance functions including accounting, financial reporting and debt management,” said Dyer.

As an expert in financial management and government administration, Sutton will be responsible for ensuring that the City's assets, including all funds, are effectively managed and that accounting systems are properly maintained.

“This is an exciting time for the City of Orlando, and I am proud to work under the leadership of Mayor Dyer to be apart of critical projects and initiatives for its citizens from community facilities to downtown development,” said newly appointed CFO Rebecca Sutton.

Prior to joining the State of Florida, Sutton gained valuable municipal administrative experience serving as Director of Finance for the City of Carrollton, Texas, and Controller for the City of Dallas, Texas.

Previously, Rebecca served as Chief Information Officer for the Department of Management Services where she directed the IT operations for a large state agency, and also as Vice President of American Management Systems, Inc., where she managed the implementation of large-scale Enterprise Resource Planning solutions for large governments such as the City of New York.
