State Housing Initiative Partnership (SHIP)

New Construction For Sale - This strategy is designed to provide construction subsidies to developers of affordable housing. The sales price of the unit must be reduced by the amount of the subsidy received by the developer and sold to an income eligible household. Buyers under this program may also benefit from receiving additional assistance through the Downpayment Assistance Program.  Developers may use funds under this strategy for land acquisition, provided that construction on the property is completed within a prescribed period of time. Funds under this strategy may also be used for construction of housing units on land that is already owned by the developer or on land conveyed to the developer by the City. Applications for funding may be submitted to the City monthly, throughout any of the fiscal years covered by the Plan. Selection of projects and the award are based on recommendations from a Selection Committee, comprised of members of various departments and offices within the City, representation from the Citizen Advisory Committee and from other local housing providers.

 

Land and Building Acquisition Program for Homeownership - Under this program, SHIP funds may be used to purchase property where structures exist. The structures on the property may be either rehabilitated or demolished. If they are demolished, the developer must use the land to build new affordable housing units that are sold to income eligible households. Applications for funding may be submitted to the City monthly, throughout the fiscal years covered by the Plan. Selection of projects and the amount of funding awarded are based on the recommendations from a Selection Committee.

Impact Fee Grant Program - This program uses SHIP funds to provide a grant to developers to pay all, or a portion of the transportation, sewer and school impact fees of an eligible affordable, owner-occupied housing unit. The strategy is expanded to also assist eligible owner-occupied households in Orange County, whose residents are currently on septic tanks, to connect to the City's sewer systems, if these areas are annexed into the City.

 

Multi-Family Acquisition and Rehabilitation and  Redevelopment Strategy - This strategy is designed to address the preservation of the City's affordable rental housing stock. In the Parramore Heritage Neighborhood, funding under this strategy can be used for the construction of new rental multi-family units or for the rehabilitation of existing affordable rental units. Applications for funding may be submitted to the City monthly, throughout any of the fiscal years covered by the Plan. Selection of projects and the award of funding are based on recommendations from a Selection Committee. 

 

Post Disaster Strategy - The purpose of this strategy is to provide assistance for "quick repairs" to the home of income eligible owner-occupied households after an emergency or disaster. For the purposes of this strategy, an emergency or disaster shall be defined as an occurrence causing unforeseen destruction and distress. Assistance is available on a first come, first serve basis.

 

Foreclosure Prevention Strategy - The City partners with a local non-profit organization to assist homeowners whose mortgage payments are in default. Only homeowners who have purchased homes that were constructed with financial assistance from the City or homes that received moderate or substantial rehabilitation assistance will be eligible. Assistance under this strategy will be on a first come, first serve basis. Participation in credit counseling will be mandated for individuals to receive assistance.
