Strengthen Orlando Home
Orlando Builds
The City of Orlando has formed a package of actions to help
accelerate planned construction and infrastructure projects to help
generate economic activity now. To accomplish this the City has made
the following enhancements to our Permitting Department.
Expedite the planning and review process for
any project that creates ten or more permanent jobs.
Offer payment plans for transportation
and sewer impact fees structured
on a per project basis to alleviate upfront costs to developers and
help jump-start projects, allowing fees to be paid as a condition of
receiving their Certificate of Occupancy (CO).
Provide initial
commercial plan review in five days
rather than ten days to expedite commercial construction.
In an effort to reduce plan review times,
project costs to developers and contractors, and provide excellent
customer service, commercial plan revisions previously completed in
seven days will now be completed in four days.
To save the customer time and money,
Sign Reviews will now be done immediately in the office while the
customers waits.
At the customer's request,
Permitting and Planning staff will put their expertise to work
reviewing the design, materials, and methods being proposed on
projects before construction to inform customers of ways to reduce
project costs, yet maintain quality and meet code requirements.
To stimulate construction activity
and continue to save citizens, developers, contractors and/or
business owner's time and money, the Permitting Division will now
offer Courtesy Inspections. Customers may call for an inspector to
perform an on-site residential or commercial review or analysis
prior to submitting plans. This service provides customers access to
expert advice from our trained construction industry professionals
and helps save customers from unnecessary costs.
Permitting Services is now offering same-day-inspections
to its customers. Customers may call us at 407.246.2330. All
requests for this service must be called in by 10:00 a.m.
Conduct Home Renovation Reviews to help
expedite residential construction. Reviews will be conducted and
include visits to the home to review renovation plans, help expedite
the permit and construction process and provide advance notice of
what permits will be required specific to the project.
Expedite residential permits for non-structural
work to save homeowners time and money. Inspectors will assist
homeowners on site with permit applications and scope of work
descriptions.

Homeowners may download their permit
application from the Permitting website.

Have it notarized in
advance of the visit from the inspector.

Payments may be made online
and permits can then be mailed to customers.

permitting are as follows:
Minor Repairs such as....
Gutters & Downspouts Siding Repairs Decking Board Replacement Replacement of missing guardrail pickets
Fencing - pre-manufactured, wood, chain link Replacing a water heater, toilet or sink Fascia & Soffits Some kinds of Low Voltage Non Structural & minor in nature
Extend all residential permits for an
additional year at no cost to the homeowner. Homeowners can request
extensions up to the date of expiration.
Accomplish plan review
in one day rather than three
days for new single family, accessory structures, pools, additions,
solar panels and windows and doors.
Advance green related commercial and residential projects that
promote environmental protection and natural resource management to
save homeowners and builders money, generate jobs and protect the
environment.

Laser Profiling of Storm
Lines

Notice to contractors who are
currently working on commercial public and private infrastructure
improvements:
Over the past few weeks there has
been questions asked about the videotaping storm lines before your final
inspection. The City of Orlando is now requiring contractors to laser
profile their storm lines instead of videotaping the lines as we have in
the past. Our Engineering Standards Manual (ESM), clearly states that
the most current FDOT practices supersede what is in the ESM. It does
not matter when you started your project, everyone must adhere to the
new requirement. The contractor is responsible for making arrangements
to have your lines laser profiled.
Please refer to the Florida Department of Transportation (FDOT)
Standards Specifications for Road and Bridge Construction 2007 Section
430 for the most current laser profiling requirements. For more

Special note: As noted in the FDOT Spec Book, any pipe deflection
over 5%, the pipe must be removed and replaced from structure to
structure, no exceptions. requirement. The contractor is responsible for making
arrangements to have your lines laser profiled.

Permit Application Submittal process for
Swimming Pools and Screen Enclosures Changed

Effective January, 2008 swimming pools and screen enclosures will be
required to be dropped off. The review time will be 24 - 48 hours.

Homes must meet new Roof
Replacement Requirements

Notice: Effective October 1, 2007 the Florida Comprehensive Hurricane
Damage Mitigation Program as modified by Florida Statute 553.844
requires all permit applications for roof replacement on existing one
and two family dwellings built prior to March 1, 2002 to have roof deck
attachments strengthened or corrected and a secondary water barrier
installed as part of the scope of work. Click

Notice of Transportation Impact Fee Rate
Increase
 Notice is hereby given that, as of October 1st,
2007, the rate for Transportation Impact Fees in the City of Orlando will
increase, consistent with the rate schedule referenced in Chapter 56, City Code,
as amended on December 31,
2006. For a complete copy of Orlando’s
Transportation Impact Fee Ordinance and Rate Schedules - Chapter 56, are

Permitting Advisory Committee

Our Permitting Advisory Committee has met
several times this year. This committee is focusing on ways to improve
customer service and streamline various permitting processes. Their
input will assist us as we focus on our processes and efficiencies with
the Permitting Division. The Committee consists of 16 people from
construction, architecture, engineering, legal, development and permit
expediting industries. This group is meeting monthly and will serve for
an 18-month period. Members of our permitting team, as well as related
departments, who are involved in the permitting process, are staffing
the committee.
Residential and Commercial Plan Submittals
 Residential Plan Submittals require 4 complete sets of plans for Permit

Commercial Plan Submittals require 4
complete sets of signed and sealed drawings. Please reference the
Commercial
Plans Submittal Checklist. A building permit application will be required
when applying for any building permit.
